Job Description and Duties

This position is eligible to telework up to one (1) days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. This is subject to change based on operational need and/or future return to office orders. The successful candidate must reside in California upon appointment.

Under the direction of the Manager I of the Office of Administrative Standards (OTAS), the Analyst III independently performs complex, difficult, and highly visible, duties in support of the development, and implementation of policies for OTAS. This position plays a vital role that will be required to exercise a high degree of initiative and independence in supporting the State Administrative Manual (SAM), Administrative Orders (DGS Policy), and Management Memos which includes efficiencies and modernization.

This position is Limited Term (12 months); it may become permanent, be extended up to 24 months, or be cancelled at any time.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests.  The appointee is required to complete Form 700 within 30 days of appointment and once per year.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the United States without the need for visa sponsorship by the start date of employment. The Department of General Services does not participate in E-Verify for employment authorization purposes.

Special Requirements

• Employment History on the STD 678 (State Application) must be complete and include employment dates, accurate hours per week, total time worked, duties and responsibilities performed, and contact names and phone numbers of supervisors. License and Certification numbers included on the STD 678 must include issue date and expiration date. Failure to indicate issue and expiration dates will result in disqualification. Resumes or other documents cannot substitute the STD 678 (State Application). Applicants who fail to submit a completed STD 678 (State Application) may be disqualified. Only the most qualified candidates will be invited to an interview.

• Applicants who completed their education outside of the United States (with foreign degrees/transcripts) must obtain and submit verification of US course/degree equivalency. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Highly self-motivated, independent, and detail oriented. Proficient in the use of MS Office Suite, including, SharePoint.

• Knowledge/Experience: Project Management. Statewide and administrative policy administration and resources.

• Review, analysis and interpretation of legal authority, regulations. Effective communication, business acumen, decision-making, and problem-solving skills.

• Abilities: Communicate effectively both verbally and in writing. Produce timely and quality work products, and prepare clear, concise, and logical correspondence, which may include applying new and creative ways of presenting information or results. Ability to establish and maintain collaborative, productive, and professional working relationships with program managers, stakeholders, and external government entities. Make recommendations for workable solutions in a tactful, constructive manner. Ensure efficient use of time and resources to meet complex objectives and changing priorities. Develop and maintain knowledge and skills related to specific tasks, methodologies, materials, tools and equipment. Complete assignments in a timely and efficient manner. Adhere to departmental policies and procedures regarding attendance, leave, and conduct. Maintain consistent and regular attendance.
