Job Description and Duties

As the state's federally mandated Medicaid Fraud Control Unit (MFCU), the Division of Medi-Cal Fraud and Elder Abuse (DMFEA) works aggressively to investigate and prosecute fraudulent activities and the illegal diversion of health care resources from California's most vulnerable citizens. Under the general direction of the Supervising Special Investigator I (non-peace officer), the Special Investigator (SI) evaluates and investigates criminal allegations and conduct within the mission of the Office of the California Attorney General, Division of Medi-Cal Fraud and Elder Abuse (DMFEA). The SI selected will be assigned to the Investigations Section, conducting complex and inter jurisdictional schemes, and assists in the prosecution of such matters.


The SI conducts criminal investigations independently and as a part of an interdisciplinary team of Special Agents and Deputy Attorney Generals to detect and investigate suspected violations that fall under the jurisdiction of DMFEA; identifies, locates and gathers records and evidence to further criminal investigations; assist with search warrants and other official legal papers; organize, review, and analyze evidence, including voluminous banking, business, digital, medical, and paper records; utilize various databases (e.g. DMV, CLETS, Lexis-Nexis) to gather evidence and analyze information/data related to investigations; collect and secure evidence to preserve the chain of custody;  identify, locate, contact and interview suspects, witnesses and victims; testify in court and grand jury proceedings; maintaining accurate case files; provides technical assistance and training; prepares clear, concise and accurate reports. The SI independently performs assigned tasks skillfully, professionally, courteously, and efficiently, exercises independence, initiative, and excellent judgment.


The SI may be required to conduct collateral duties as necessary. Travel is required, throughout the state or nation as necessary. Successful completion of a California POST PC 832 Search and Seizure course is required, which may be performed after hire.

Working Conditions

Telework is available but is contingent on DMFEA's operational needs. DMFEA’s current telework agreement for the Special Investigator classification is Office-Centered. Office-Centered is defined as employees who work more than 50% within a month in the office. Telework requires California residency.

  • The position(s) require(s) a Background Investigation be cleared prior to being hired.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Applicants should have excellent writing skills
  • Audit, accounting and financial experience is a plus
  • We’re seeking a driven, analytical investigator with strong knowledge of financial fraud schemes and money-laundering
  • Typologies to detect, disrupt, and remediate financial crimes
  • Must be able to exercise good judgment, be willing to work odd and unusual hours, and travel throughout the State of California
  • Proficiency in Microsoft Office Product ( Excel, Word, Power Point etc) is a plus
  • Certifications are a plus (Money-Laundering Certification, Certified Fraud Examiner, CPA, etc.)
